Financial Statements

The Costa Mesa Sanitary District produces two annual financial reports: the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Reporting (PAFR).

The ACFR is a detailed annual compilation of an agency's financial information that complies with the accounting requirements set by the Governmental Accounting Standards Board (GASB). The ACFR is developed by all state, municipal, and other local government accounting staff and then audited by an external certified accounting firm.

The Government Finance Officers Association (GFOA) established the PAFR Awards Program to encourage and assist state and local governments to extract information from their ACFR to produce high quality financial reports specifically designed to be readily accessible and easily understandable to the general public and other interested parties without needing a background in public finance. The PAFR increases transparency by condensing the detailed information in the ACFR into a much shorter document that highlights key financial information with more visual elements, so that the public can easily understand the spending trend of their local government.
