The Costa Mesa Sanitary District (CMSD) provides residential solid waste (trash) collection and its transmittal to recycling facilities for sorting, recycling and disposal. Additionally, CMSD maintains a wastewater (sewer) collection system that collects and transmits wastewater to Orange County Sanitation District facilities for treatment and recycling. These core responsibilities are accomplished through a combination of public and private services, which include an in-house administrative and wastewater maintenance staff and a privately contracted trash hauler, attorney, and treasurer.

How do customers pay for service?

CMSD customers pay an annual service charge that is levied through property taxes. To view CMSD's current and past rates, click on the drop-down menu below to expand the list of documents and select the year you wish to view. When starting service for a newly built home, property owners must contact CMSD to begin service. CMSD directly invoices the property owner until an assessor parcel number (APN) is provided by the County of Orange. Once CMSD has an APN on file, the annual service charge is placed on the property tax bill. If a customer purchases an existing property, the annual service charge is automatically placed on the property tax bill and there is no need to contact CMSD to transfer service to the new owner.

To view your property tax bill, visit the Orange County Treasurer-Tax Collector's website. CMSD's annual service charges appear as special assessments on the property tax bill, as highlighted in green on this sample property tax bill.
